Earlier this year, ACAPMA commenced work on the preparation of four Best Practice Guidelines. The four topics chose for the new Guidelines were developed following industry consultation earlier this year and included:

  • The storage and management of biofuels
  • The management of hydrocarbons in stormwater
  • UPSS Monitoring (and leak detection practices)
  • Vapour Recovery systems

The Guidelines were developed the ACAPMA Secretariat under the leadership of four separate working groups and a penultimate draft of the Guidelines was publicly circulated for stakeholder consultation during July 2017.

The feedback derived from the consultative process was then used to prepare final versions of three of the inaugural ACAPMA Best Practice Guidelines (The fourth Guideline, relating to Vapour Recovery, was deferred pending further work owing to a series of unresolved issues identified during the consultative process).

“Our principal objective in preparing these Guidelines was to identify key processes and practices that reflect economically prudent and socially responsible management of fuel retail sites in Australia”, said ACAPMA CEO Mark McKenzie.

“It was an interesting process, in that we were continually challenging the advice provided by the petroleum services industry to ensure that the recommended process did not add unnecessary costs to fuel retailing operations”, said Mark.

In launching the three Guidelines at the Asia Pacific Fuel Industry Forum (APFIF) in Melbourne last week, Mark McKenzie noted that fuel retailers needed to ensure that their site assets were managed in a manner that was wholly consistent with the public safety and environmental expectations of the Australian community.

“We are not seeking to make fuel retailers experts in the technical aspects of these systems”, said Mark.

“Rather, we are hoping that the new Guidelines provide fuel retailers with a basic knowledge that will assist them in securing expert guidance in relation to the design, installation and operation of retail site infrastructure”, said Mark.

The Guidelines were publicly released during the Petroleum Contractors Workshop on Day 1 of the APFIF.


This Guideline provides basic guidance on the factors that need to be considered when transitioning fuel system infrastructure from traditional fuels operation to biofuels operation.

The key message from this Guideline is that fuel retailers should not transition to biofuels operation unless they have obtained information about the compatibility (and condition) of their fuel system for biofuels operation.

This Guideline provides an overview of the systems and process that can be used to enable the early detection of any leaks in underground petroleum storage systems.

Early detection of these leaks is essential to ensure that fuel retailers take all reasonable steps to avoid contamination of the surrounding environment (i.e. soil and water) with fuel products.

The key message of this Guideline is that the installation and operation of comprehensive UPSS monitoring is necessary to avoid environmental contamination – and the substantial costs of site remediation and fines associated with contamination events.

This Guideline provides information on the strategies that can be used to capture and treat stormwater from the forecourts of fuel retail outlets, to ensure compliance with State/Territory environmental laws.

This Guideline sought to address a perceived inconsistency in the application of environmental laws governing stormwater discharges from fuel retail outlets in Australia, by suggesting an allowable discharge limit of 5ppm hydrocarbon concentration.

The Guideline also provides recommendations on the desirable capture volume that should be considered if a spill occurs in the vicinity of the tanker filling point or the customer dispensing area.
