From 1 February 2026 you will need to hold a tobacco licence if you sell tobacco in Victoria.
If you apply for a licence before 1 February and pay the licence fee, retailers are allowed to sell tobacco until their application is determined and granted.
Retailers will need a separate licence for every location where you sell tobacco. However, multiple locations can be included in one online application.
There are three Applicant types:
You can apply to hold a tobacco licence as a:
- Body corporate – A company, incorporated association, or co-operative.
- Person – An individual or sole trader.
- Partnership – 2 or more people who own and run the business together.
Retailers will need to provide information about the business including:
- type of business (e.g. petrol station)
- addresses of the proposed locations to be licensed
- types of products sold
- the history of the business including financial, insolvency and criminal history
- websites or social media accounts associated with the business.
